Abstract: “Citizen-driven Accountability for Sustainable Development: Giving Affected People a Greater Voice—20 Years On” is a contribution to Rio+20 by the Independent Accountability Mechanisms Network, composed of accountability mechanisms at different international financial institutions (IFIs). The twenty-year experience of Independent Accountability Mechanisms (IAMs) at IFIs has shown that “citizen-driven accountability” is a critical element of governance for sustainable development. The paper provides a brief history of IAMs and reviews some of their impacts over the last two decades. It describes the architecture of accountability mechanisms, particularly their underlying principles and core functions, and explores the limitations and challenges inherent in current IAM design. It reviews risks, issues, and trends evidenced in complaints from affected communities and concludes with recommendations of two sorts—those directed at ensuring the future effectiveness of the IAMs and those directed at other development actors wishing to strengthen their own accountability for equitable, sustainable development.

Citizen-Driven Accountability for Sustainable Development
June 18, 2012
Brazilian Academy of Sciences, Rio de Janeiro
Hosted by the Brazilian Academy of Sciences and sponsored by the Independent Accountability Mechanisms

Independent accountability mechanisms at International Financial Institutions are coming to Rio twenty years after the Rio Earth Summit of 1992 that in many ways laid the foundation for their creation.  Their core purpose is to give voice to people affected by development projects. With partners and stakeholders, we will discuss our progress as well as challenges going into the future.
